Programme management is a widely misused term. Many project managers see this as progression step - which it can be but generally is not. A programme manager is more likely to have come from a Product Manager or Systems Developement background and would be very much a business person. As a programme manager I deliver business benefits and my role begins at the front end of the business, identifying, scoping securing funding etc for business change that delivers business benefit. My key deliverables are generally business benefit to the client or sponsor and capability into business operations and/or billing.
